This new law would prevent initiatives. An amendment proposed to the Massachusetts Constitution by Democrats effectively could put an end to citizen-initiated referendum petitions in the state. The amendment was proposed jointly by Rep. Byron Rushing in the House and Cynthia Stone Creem in the Senate.
